Good Landlord Programs might be making us bad neighbors

It seems like a good idea: keep criminals out of a city's rental housing, keep crime out of the city. But is that how Good Landlord Programs actually work in practice?

More than a dozen cities in Utah have a Good Landlord program. Most of those require landlords to deny housing to anyone with a recent criminal conviction. But does that really prevent crime? And what are the unintended consequences of such a policy?  Does the Ogden Good Landlord Program affect your freedom?
