Amends the Utah Rule of Civil procedure 65a, which governs the standard for a judicial granting of preliminary injunctions. Preliminary injunctions in Utah can be granted by a court if the case presents a serious question or if there is a substantial likelihood of success of the underlying claim. This bill eliminates the serious questions standard. We oppose limiting Utah courts' ability to protect the rights of Utahns during pending litigation.
