"This bill is an echo of Operation Rio Grande. It labels unhoused people as criminals and coerces local officials to use criminal legal resources that are better spent for supportive services. If the State wants to address unsheltered encampments, it should put its money where the housing is," said Jason M. Groth, Legal Director for the ACLU of Utah.
