HB571 was a sweeping anti-immigrant bill. It would have imposed broad restrictions on non-citizens, limiting their ability to bank, work, and live freely in Utah. The bill would have prohibited banks from opening accounts or issuing loans to anyone using a foreign ID. It would have required an immigration status check for sending international wire transfers and for obtaining a business license, a real estate license, first-time homebuyer assistance, and more. The bill also sought to hold employers financially liable for injuries or damages caused by an employee who lacked lawful immigration status, even stripping them of their business license in certain circumstances. HB571 would also have enhanced cooperation between local law enforcement and federal immigration enforcement by requiring county sheriffs to provide a list of all individuals held in the county jail and their immigration status to ICE upon request, and by compelling local law enforcement to use their “best efforts to support the enforcement of federal immigration law.”
